New rules are being introduced for thousands of drivers in Scotland that could see them lose entitlements when getting a new Motability lease.
From today (Tuesday, September 1, 2026), customers who receive their allowance from Social Security Scotland will see changes to their Motability Scheme leases.

Customers who receive their allowance from Social Security Scotland were contacted in June to explain the changes and outline the delay in introducing the measures.
New rules were introduced for leases across the rest of the UK at the start of July, after former Chancellor Rachel Reeves outlined changes in the 2025 Autumn Budget.

The Treasury outlined various changes to the Motability Scheme in a bid to save around £1billion over the next five years.
Drivers in Scotland will see their mileage fall from 60,000 miles to 30,000 miles for a three-year lease, and from 100,000 miles to 50,000 miles for a five-year Wheelchair Accessible Vehicle (WAV) lease.
The changes do not affect existing leases, and support is available for people who are concerned about their new standard mileage allowances.
Motability customers who receive their allowance from Social Security Scotland may be able to get help with the cost of their extra miles.

New Motability leases from September 1, 2026
For a three-year lease:
- 30,000 miles
- Up to six tyre replacements, including up to four for damage
- 25p excess mileage fee (including standard rate VAT)
- A £22 VE103 admin fee to take your car abroad to the EU
For a five-year Wheelchair Accessible Vehicle (WAV) lease:
- 50,000 miles
- Up to 10 tyre replacements, including up to six for damage
- 25p excess mileage fee (including standard rate VAT, unless VAT relief applies to you)
- A £22 VE103 admin fee to take your WAV abroad to the EU

Previous Motability leases before September 1, 2026
For a three-year lease:
- 60,000 miles
- Up to eight tyre replacements
- 5p excess mileage fee (plus standard rate VAT)
- No VE103 admin fee to take your car abroad
For a five-year Wheelchair Accessible Vehicle (WAV) lease:
- 100,000 miles
- Up to 10 tyre replacements
- 5p excess mileage fee (plus standard rate VAT)
- No VE103 admin fee to take your car abroad

Prior to the introduction of the new rules, politicians in Scotland criticised the plans, stating that drivers in rural communities would be disproportionately impacted.
Morven-May MacCallum MSP announced she had written to the Cabinet Secretary for Social Justice and Housing to ask why the new measures are being introduced.
The Scottish Liberal Democrat MSP for the Highlands and Islands added: “These changes are effectively a benefit cut for disabled people in Scotland and I am disappointed to learn that the Scottish Government has agreed to let these changes go ahead instead of standing firm on their commitments to disabled people and rural communities.
“Disabled people in my region did not make the decision that drove up the cost of this scheme, and they should not be the ones to carry its consequences simply because of where they live.”
