The BBC has ruled that one of its senior journalists breached the corporation’s impartiality standards by referring to the situation in Gaza as a “genocide” during an appearance on a podcast owned by Gary Lineker.
Katty Kay, the BBC’s US special correspondent, made the remark while co-hosting an episode of The Rest Is Politics: US, presented alongside former White House communications director Anthony Scaramucci.

The programme is produced by Goalhanger, the media company founded by former Match of the Day presenter Gary Lineker.
During an episode recorded last month, Ms Kay was discussing divisions within the US Democratic Party over the war in Gaza, and the Israeli government’s response.

She referred to “the genocide that is being committed there” while explaining the anger felt by some Democrats.
A listener subsequently complained to the BBC, arguing that the wording failed to distinguish between an allegation or political characterisation, and an established fact.
The corporation upheld the complaint.
In its response, the BBC said Ms Kay had intended to attribute the description of events to Democrats who believe Israel has committed genocide, rather than present the claim as her own assessment.
However, it concluded that she had not made that distinction sufficiently clear.
According to the BBC, the wording could be understood as Ms Kay herself endorsing the description of Israel’s actions as genocide, without providing the necessary context.
The corporation said the remark therefore fell short of the editorial standards expected of its journalists.
The BBC stressed that those standards apply to staff when they appear on programmes produced by other organisations, as well as when they work for the corporation directly.

Ms Kay is employed by BBC Studios, and contributes periodically to BBC News platforms.
A statement issued in response to the complaint said she regretted that she had not made the attribution clear enough for viewers, and would “treat the incident as a learning experience”.
The episode has renewed scrutiny of the BBC’s approach to impartiality at a time when the corporation is under pressure over its coverage of the Israel-Gaza conflict.
The controversy also recalls previous disciplinary issues involving Mr Lineker, who was found to have breached BBC impartiality rules over social media comments made while presenting Match of the Day.
He subsequently left the corporation earlier than originally planned, after a separate social media controversy involving an antisemitic symbol, for which he apologised.
The latest ruling comes months after Matt Brittin became the BBC’s director-general, with the new leadership promising to address concerns about impartiality and editorial standards.
The corporation has faced particularly intense criticism over its coverage of Gaza, where an internal BBC assessment previously identified concerns about “systemic issues” in its reporting of the conflict, including allegations of a tendency to view Israel in an excessively negative light.
The BBC has also faced criticism after failing to disclose that the narrator of one documentary was the son of a Hamas official.
